Legal and Ethical Issues in the Practice of Psychology presented by Richard Bloch, Esq.

Fulfills CE licensing requirement for education about laws pertaining to the practice of psychology; ethics and professional conduct in the practice of psychology; or managing risks associated with the practice of psychology.

Program Description: The workshop will focus on the current Maryland laws and regulations applicable to mental health service providers. During the the Legal and Ethical Issues in the Practice of Psychology workshop we will discuss the following:

1. Explain the discretion of the psychologist regarding the rights of a minor to consent to treatment.
2. Recognize reportable instances under the mandatory reporting laws.
3. Describe the requirements and limitations of telehealth.
4. Explain the requirements under HIPAA  & Substance Use Disorder Records/Part 2.
5. Explain the mental health practitioner’s role in responding to subpoenas and in court proceedings.
6. Describe the legal and ethical issues pertaining to the practice of psychology.

About the Presenter: Richard Bloch is President of Shiling, Bloch & Hirsch, P.A. and has been in private practice in Maryland since 1972. He received his B.A. from the George Washington University and his J.D. from the University of Maryland School of Law. He is admitted to practice in Maryland, the United States District Court for the District of Maryland, the United States Court of Appeals, Fourth Circuit, and the Supreme Court of the United States. His practice focuses primarily on health law and representation of healthcare providers before the Boards of Examiners, business law, estate planning and administration, and civil litigation. He is a member of the Maryland Bar Association and the Baltimore County Bar Association. Mr. Bloch was General Counsel to the Maryland Psychological Association from 1979-2025. He has written numerous articles and lectures frequently on legal and ethical issues pertaining to the practice of psychology and mental health.
