DESCRIPTION:An Update on the Legal and Ethical Issues in Psychology\nPresented by Richard Bloch, Esq.\nWorkshop Level: All levels\nThis workshop is for licensed psychologists who want to discuss current legal and ethical issues relating\nto practicing psychology.\nProgram Description: The workshop will focus on the current Maryland laws and regulations applicable\nto mental health service providers, including use of artificial intelligence (AI), telepsychology, rights of a\nminor to consent to treatment, confidentiality, subpoenas and testifying, mandatory reporting, and\nobligations under the No Surprises Act.\n\nLearning Objectives: After attending this workshop, it is expected that participants be able to:\n• Describe the legal and ethical issues relating to the use of artificial intelligence (AI) in the\npractice of psychology.\n• Explain the psychologist’s obligations under the No Surprises Act.\n• Recognize reportable instances under the mandatory reporting laws.\n• Explain the discretion of the psychologist regarding the rights of a minor to consent to\ntreatment.\n• Describe the limitations and requirements for telehealth.\n• Explain the mental health practitioner’s role in responding to subpoenas and in court\nproceedings.\n\nAbout the Presenter: Richard Bloch is President of Shiling, Bloch & Hirsch, P.A. and has been in private practice in Maryland\nsince 1972. He received his B.A. from the George Washington University and his J.D. from the University of Maryland\nSchool of Law. He is admitted to practice in Maryland, the United States District Court for the District of Maryland, the\nUnited States Court of Appeals, Fourth Circuit, and the Supreme Court of the United States. His practice focuses primarily\non health law and representation of healthcare providers before the Boards of Examiners, business law, estate planning and administration, and civil litigation. He is a member of the Maryland Bar Association and the Baltimore County Bar\nAssociation. Mr. Bloch has been General Counsel to the Maryland Psychological Association since 1979. He has written\nnumerous articles and lectures frequently on legal and ethical issues pertaining to the practice of psychology and mental\nhealth.\nRichard Bloch receives a speaker’s honorarium from APP for this presentation.
